General Support for the Recycling Industry > Support for Recycling Business Initiation Overview   Background ENVICO assists new recycling businesses in obtaining consultations from business initiation experts thus preventing possible trial and errors that may occur during the initiation process. The system began in 1999, and is designed to cultivate the recycling industry by reducing start-up time and expenses.   Overview ▣ Supporting Subject Among would-be start-ups or business founders in the recycling-related industry, support is granted to the businesses falling under the Act on the Promotion of Saving and Recycling of Resources, Subparagraph 5 of Article 2, or Article 31.1.4. ▣ Supporting Method Consultants conduct services requested by would-be founders or founders. Upon completion of services rendered, commissions are paid to the consultants. ▣ Supporting Type & Conditions Type Contents Conditions Business Feasibility Study Service - Business feasibility, technology examination - Business establishment procedures & method examination - In the case of an application for approval of a business establishment plan or approval of moving onto public land Prior Environmental -friendliness Study Service - Examination on the appropriateness of geographical conditions and land use plan - Examination on the plan’s harmony with the neighboring environment - In the case of obtaining approval for a business establishment plan after completing the consultation on the Advanced Environmental-friendliness Study Agent Service - Agency business for the preparation and submission of approval application for a business establishment plan - Applicable area review for approval and permission - In the case of obtaining approval for a business establishment plan and for doing business on public land Business Management Service - Guide for management, financial affairs, production, and sales, etc. - Manufacturing businesses with less than 7 years of business operation after establishment   ▣ Supporting Budget & Limitation Budget Limitation Note 22 million won - Business Feasibility Study Service: 3 million won - Prior Environmental-friendliness Study Service: 4 million won - Agent Service: 4 million won - Business Management Service: 3 million won - Support is provided within 70 percent of the agent’s commission - The limitation is 6.5 million won for the simultaneous operation of the Business Feasibility Study Service and the Agent Service   - Support is limited to the start-ups of recycling-related manufacturing businesses and those pursuant to the Support for Small and Medium Enterprise Establishment Act. - A company is excluded as the subject of support if it operate the same business supported by the Small and Medium Enterprise Establishment Promotion Fund, or is involved in simple processing businesses such as compression of used paper, cutting compression of scrap iron, crushing of used bottles, etc., - Consultants include:    ㆍ Small and medium enterprise establishment investment company (SMEEIC) in accordance with the          Support for Small and Medium Enterprise Establishment Act, Article 7;    ㆍ Small and medium enterprise consulting companies in accordance with the Support for Small and          Medium Enterprise Establishment Act, Article 19; and    ㆍ Research institutes established under the Law Related to Establishment, Operation, and Cultivation of          Government-donated Research Institutes. * Qualifications for consultants are limited to registered organizations who enter into an agreement with ENVICO on the support of the business establishment agent fee.   System Procedure     Procedure
