  What is the Waste Charge System?
The Waste Charge System is a policy that holds the manufacturer and importer responsible for the cost of waste disposal for products, materials and containers that contain certain hazardous chemical substances or are difficult to recycle.
  Purpose of the Waste Charge System
- To reduce the amount of the waste in the production process
- To encourage better choice for materials favoring the use of non-hazardous substances
- To impose the cost of waste disposal in accordance with the Polluters Pay Principle
  Use of the Waste Charge
Proceeds from the system are put into a "Special Account System for Environmental Improvement(SASEI)"
- Research and development for reduction of waste and efficient recyclingg
- Support for recycling businesses and the establishment of waste disposal facilities
- Support for waste collection and disposal expenses for local governments
- Purchase and reserve of recyclable materials
