Overview
  What is Waste Reduction at Work?
“Waste Reduction at Work” is a system under which ENVICO analyzes and evaluates the waste reduction performance and implementation plans of businesses that generate a lot of waste. For businesses with good records, we provide various incentives, while technical guides and waste reduction technology information are provided to poor performing businesses. Our efforts are aimed at reducing waste generated by businesses and encouraging recycling.
  Regulation
The initiative is based on the Waste Control Act, Article 24, Paragraph 4, the Enforcement Decree of the above mentioned Act, Article 7, "Duties of generators of wastes at work, etc, "Notification No. 2004-200 of the Ministry of Environment, and Notification No.2004-133 of the Ministry of Commerce, Industry, and Energy.
  Major Content
The target companies shall submit their performance report by the end of February each year via the on-line waste minimization system (www.wms-net.or.kr). After ENVICO verifies and analyzes the data submitted, it is passed to an evaluation committee and then reported to the Minister of Environment and the Minister of Commerce, Industry, and Energy. The Environment Ministry designates high-performance companies and conducts such public relations activities as the Waste Wise Award and newspaper advertisements. The low-performing companies are given technical guides. (Please refer to the implementation process.)
   Target Companies
Fourteen businesses including the textile industry in accordance with the Enforcement Decree of the Waste Control Act, Article 7.
- Generators of designated wastes 200 tons/year or upward
- Generators of general wastes 1,000 tons/year or upward

  Implementation Process
Implementation Plan
  Analysis and Evaluation of Waste Reduction Performance
ΆΓ The waste reduction evaluation committee, comprised of 30 experts from industry, academia, and research, analyses and evaluates the waste reduction plans and performance data submitted by each company.
- The committee evaluates the year's performance and 3-year plan of around 1,300 companies (including, for example, Samsung Electronics). It designates high performance companies and provides technical guides to poor performers based on the evaluation result.
<Incentives for high performers>
- Companies that are designated as high performers are given priority in winning government awards and receiving government funding, e.g., the recycling industry promotion fund for waste reduction technology development and facility installation. In addition, they are exempt from inspection in accordance with the Waste Control Act, Article 43, and provided with such PR activities as the Waste Wise Award ceremony and newspaper advertisements.

- Aims at encouraging waste reduction through the "Waste Wise Award,¡± publication of a casebook on the award-winner, and dissemination of waste reduction technology education.
  Promotion of "Development of Waste Reduction Guidauce Technology by industry"
ΆΓ Guidance technology development for four industries such as, for example, Rubber & Plastic Items Manufacturing
- We suggest methods for process-wide precise examination and waste reduction, and develop evaluation on environmental economic efficiency levels.

ΆΓ Application & Dissemination of Guidelines
- Guidelines are posted on the Internet (www.wastezero.or.kr) and disseminated through regional education in cooperation with environmentally-friendly businesses and companies.
  Technical Guides & Guides for Poor Performing Businesses
- For the low performers, we select optimal experts among the expert pools of each industry to offer technological guidance on waste management. Specifically, these experts offer advice on: how to improve processes for reducing the amount of waste sources generated; how to establish a recycling collection system; and how to ensure proper treatment of waste. Based on the result, a casebook is published as a way to disseminate the information to other companies.
  Cyber Help-Line for Business Waste Reduction
Around 100 expert consultants from industry, academia, and research institutes conduct 24 hours-a-day free consultations on managing site technical difficulties in relation to waste management including process improvements, recycling collection system establishment, and proper treatment.

Introduces related policies and waste reduction institutions overseas, and offers useful information including waste reduction technologies and guides from Korea and abroad.
  DB Establishment and Management of Statistics on Waste Reduction
"Waste Reduction Status of Businesses Generating High Volume Wastes" is a government-authorized publication that consists of statistics, to be used as an index for government policy establishment and as a reference for businesses.
  Waste Exchange System
Enables the exchange of recyclable wastes between the waste generators and recycling businesses. ENVICO offers waste exchange information (waste generators, users, and business terms & conditions, etc.), and encourages the reuse of wastes that are commonly just thrown in landfills or burned.
